This paper discusses regulatory issues related to water reuse. The author emphasizes the need for national guidelines governing reuse. While the US Environmental Protection Agency does not believe that national standards (e.g., treatment and quality requirements) are necessary at this time, the USEPA is interested in developing guidelines that would include treatment and water quality recommendations for various types of reuse. Advantages and disadvantages of such guidelines are described. Emphasis is on treatment and water quality requirements, indicator organisms, water quality monitoring, aerosols, epidemiological studies, risk assessment, and potable reuse. While World Health Organization standards for reuse are touted as the "world standard," the WHO standards are less stringent than will probably be required in industrialized countries.
