Regional wastewater reclamation systems that combine the existing facilities and resources of several agencies can be more efficient and financially viable when compared to individual systems. However, the implementation of a regional reclamation system presents many technical, policy, and monetary issues to be considered by the participating agencies. A properly conceived and systematic planning approach is necessary to provide the foundation for a worthwhile regional reclamation system. In many cases, a regional reclamation system evolves from an initial effort for a single agency that recognizes the advantages of a reclaimed water system. The agency performs initial conceptual planning and recognizes the benefits of involving other agencies on a regional basis. The agency that performs the initial conceptual planning usually needs to generate interest in neighboring service areas by showing the multiple benefits and shared costs. Therefore, planning can occur in several phases in the establishment of a regional system and the master plan must be flexible to include additional service areas.
