Partnering as a concept is not new; formal partnering has developed in recent years to bring back the handshake way of doing business. Embodying many of the elements and processes of Total Quality Management (TQM), formal partnering brings together all parties to establish a common set of goals, as well as a true appreciation for each other's needs. Participants can represent owners, operating authorities, engineers, constructors, regulatory agencies, and the public at large. The several step partnering process includes a team-building workshop leading to a common understanding of the project's mission and finally a listing of common goals and objectives. These understandings are summarized in a written Partnering Charter. The partnering concept is kept alive during the project by all participants, using the charter as the guideline. Partnering has proven to be the best issue-resolution process around today to prevent litigation; partnering has also shown to: improve communication, shorten projects, reduce costs, increase profits, improve safety, reduce stress, improve morale, and increase quality. This paper discusses: service industry perspective, the evolution of partnering, formal partnering steps, and how to get started.
