With the development of a new water treatment plant comes the issues and concerns that all water systems face. However, Stockbridge had other issues which needed to be taken into consideration. The SWTR is the basis for Stockbridge having to provide filtration. Another issue is that of ineffective disinfection. These objectives had to be considered by O'Brien & Gere in developing a proposed treatment scheme to meet Stockbridge's objectives. The first was that of cost. The costs to be considered were not only that of capital but also operational expenses. The second was that of aesthetics and location. The Town preferred not to place a water treatment facility in the watershed if at all possible but would rather place it at a site where it would not be considered as an impact. Third, if at all possible, the Town did not want to have to hire another water department employee to assist or operate the new water treatment plant. Included in the operations was the Town's request that the new water treatment plant be able to be automatically operated as much as possible. And lastly, Stockbridge wants to have a system which will provide a good finished product that meets regulatory requirements, meets a previous consultant's piloting recommendations for Lake Averic, has process operational flexibility and improves existing disinfection difficulties.
