The evaluation of water conservation over the last several years has improved immensely. Previous works have shown the important role of large sample statistical analysis of water consumption records to support water conservation program savings estimates. However, small scale evaluations, at low costs, are just as critical to the formation of effective water conservation programs. This article discusses how the City of Austin has transformed its water conservation program through a process of internal review. The program included residential irrigation audits, free toilets, toilet rebates, irrigation rebates, commercial water conservation rebates, and xeriscape rebates. The purpose of the program is to achieve peak day water reductions and to generate goodwill between the utility and its customers. This plan also included an extensive public information and education program; specifically, school education, indoor audit program, and a xeriscape information program. Detailed information regarding each of the programs is provided as are some policy changes that the City of Austin has recently made.
