Water meters are now universally accepted by the water utility industry as providing the most equitable basis for charging for water service. Full benefits from metering are not obtained unless a planned and adequate program of meter testing and maintenance is carried out. The 16 mm (5/8-inch) meter is the most popular size of water meters used by residential and small commercial customers of municipal water supply systems. This paper pertains to the management of 16 mm meter testing and replacement for large (more than 50,000 customers) and medium (20,000 to 50,000 customers) size water utilities including meter performance evaluation, periodic meter change, automatic meter reading conversion, accelerated wear testing, testing costs, and random sampling.
