In early 1992 the Orlando Utilities Commission (OUC) launched an ambitious water plant capital construction project to upgrade and expand its ten water plants. OUC realized that the traditional lump sum, low bid, fight-it-out-at-the-end approach to contracting would not meet its schedule or budgetary goals. As part of the preliminary design work at the Pine Hills Water Plant, OUC and Black & Veatch developed an alternative project delivery system that made the General Contractor a vital member of the project team. OUC followed CCNA procedures in selecting a construction manager/general contractor (CM/GC) for the Pine Hills work. A fee was negotiated with the selected contractor for overall construction management. The job was subdivided into 27 bid packages that were competitively bid. The CM/GC submitted a guaranteed maximum price (GMP) based on the bids received. Critical items of equipment (pumps, motor, and electrical gear) and material (pipe and valves) were procured by OUC directly and furnished to the CM/GC for installation. Once selected, the CM/GC became an integral part of the design team and made several value engineering and constructability suggestions during the design and procurement phase of the project. The three-part team (OUC, Engineer, and CM/GC) continued during construction. Plant startup was in June 1994, just 22 months after Notice to Proceed on the detailed design. Change orders were minimized and no disputes arose.
