Following presentation of all feasible options for disposal of Pennsylvania-American Water Company's (PAWC) water treatment plant residue, the 1994 study presented in this paper concluded that all beneficial use and coproduct options should be pursued. While some may not be easily implemented or be subject to restrictions, it appears that beneficial uses will become more prevalent and economically attractive in the next few years. A disadvantage of beneficial use and coproduct disposal options is the lack of reliability. An end user could decide at any time not to accept the material, or the chemical composition of the waste could change, potentially eliminating an option. As a result, the study recommended that the New Castle landfill be repermitted at a 4:1 ratio of waste to renovative base. This repermitting would provide sufficient capacity for the landfill to accept all PAWC water plant residues for the forseeable future, and would provide the necessary backup reliability should a beneficial use or coproduct option be eliminated.
