The US Navy Surface Warfare Center in Dahlgren, Virginia (NSWCDD), selected Parsons Brinckerhoff Quade & Douglas, Inc. in the fall of 1997 to prepare contract documents for line item maintenance and upgrades of water, sanitary sewer and storm piping systems at their facility. The purpose of the project was to provide NSWCDD a means of hiring and efficiently administering a utility contractor on an annual basis to provide timely and cost-effective maintenance and upgrade construction services for their water, sewer and storm systems. NSWCDD needed a vehicle that would allow them to have a licensed contractor perform these miscellaneous maintenance and upgrade itmes, that necessarily did not require stamped, detailed plans from professional consulting engineering firms. The actual work to be performed by the low-bid contractor would be determined based on needs during the term of the annual contract. The results of the project were: cost effective maintenance and upgrade construction of the utility systems; cost effective project administration by NSWCDD personnel; timely maintenance and upgrade construction; and, successful and long-term contractual relationship between NSWCDD and the contractor. The bid documents were structured for a one-year period of service, with two option years at the discretion of NSWCDD. This approach was used to allow for a re-advertisement in case the awarded contractor was not performing to expectations after one year of service. In the case that the contractor was performing adequately, the option year format was such that the term could be increased to three years to maximize the efficiency of administering the contract.
