Orange County Utilities (OCU), Orange County, Florida, instituted a program to consolidate its three water treatment plants in their Eastern Regional Service Area and upgrade treatment to provide a stabilized water to meet new regulations. Removal of hydrogen sulfide by pretreatment with carbon dioxide to form carbonic acid and air stripping was determined to be the preferred treatment technology for a new regional plant, the Eastern Regional Water Supply facility. Construction of the facility was undertaken using the conventional design, bid, build approach. A heavy hands-on approach by the County and their consultant, Boyle Engineering Corporation, was instrumental in the successful construction and startup of this facility. A core group of key County, Boyle, and contractor personnel was instrumental in the successful startup and operation of the facility. This approach resulted in the facility meeting the basic goals and objectives desired by the Orange County Water Department.
