There are several options that will allow a small public water sytem to understand, manage, implement, evaluate, and assess the improvement of its operation. This paper keys in on a simple technique, a model for success, that can be exploited by small public water systems and result in significant value-added. That model is planning and is often taken for granted as organizations jump into a project or procedure. The integrated planning model is discussed and adapted for small systems, whose steps include: setting the goals of the small public water system; identifying the gap that exists between the resources needed to achieve the stated goals and the available resources; and, developing the strategy to close the gap between resource needs and available resources and putting it into place. Because all costs may be considered variable in the long-term, it is important to analyze source, treatment, storage and distribution, and customer delivery to tie into all facets of drinking water provision. The action plan must be accompanied by a fiscal management plan that specifies resources allocation and management controls. Finally, evaluation of the process must take place. Several major technical assistance providers are listed that small systems can look to for assistance in developing and implementing strategic plans for capacity enhancement.
