This paper describes the Town of Gilbert's response to the State of Arizona Groundwater Code, which strictly limited groundwater withdrawals and strongly encouraged the use of renewable water supplies. A combination of continual, integrated water resources master planning; creative financing; early conservation measures; wise water rights settlement negotiations; flexible management; and alignmentwith general and community planning documents has enabled the Town to demonstrate a 100 year assured water supply for its planning area. The resulting municipal facilities provide water for a variety of demands, and help meet the educational, recreational, and aesthetic needs of the community. Along with groundwater and surface water treatment facilities, the Town has constructed two groundwater recharge facilities that allow for the long-term storage of tertiary treated reclaimed water and of untreated surface water. In addition to recharging water, these facilities provide anexcellent habitat for native and migratory birds and other wildlife. Completed in 1999, the Riparian Preserve at Water Ranch represents the Town's most creative and flexible response to providing amenities for, and water to, this growing community in the Sonoran desert.
