This paper discusses efforts by the San Antonio Water System's Community Conservation Committee (CCC) to develop public participation methods to increase non-residential water conservation in response to circumstances that limited the water supply. Specific goals of the CCC included: expanding conservation programs from focusing on residential users to include General Class customers; and, to expand the existing programs to a broader cross section of the community overall.
