This paper discusses the New Benefit Analysis process and the computer software
package that was developed for its use. Although this Net Benefit
Analysis was designed for this project, it can be adapted for other resource management
issues. For example, the California Department of Water Resources is adapting
this approach for a benefit/cost analysis for local planning agencies for floodplain management decisions, including the appraisal of "no-market" benefits and
costs associated with environmental considerations. Includes table, figures.
