This paper provides an overview of the guidelines for use by water
utilities in preparing a water conservation plan, published by the US Environmental
Protection Agency, and discusses them in the
context of existing state, regional and federal guidelines. The document is
organized into six parts. The first part introduces the guidelines and provides
information to states about their nature and possible use. The second part is
written for water systems and is an overview of the organization, content, and
use of the guidelines. The subsequent three parts contain the guidelines: basic,
intermediate, and advanced. The last part of the document contains appendices
which provide supporting information on measures, benchmarks, acronyms and terms,
information resources, federal funding sources, and state contacts. Includes 7 references, tables.
