Water/Wastewater SCADA systems in the 1990s are taking advantage of advances in computer hardware and software and open systems environments to apply real-time and historical utility data to applications extending beyond operations. The SCADA system architectures also can be configured to apply networked computer systems for distributed monitoring and control. This paper defines how the Brevard County Water/Wastewater Division is implementing a distributed SCADA system with multiple interconnected computer systems. The author sets the scene with background information about the Brevard County system, the goes on to list the 10 objectives of the SCADA program. Three types of system architecture--stand alone, centralized, and distributed--were considered in light of requirements for location of remote sites, locations where information is required, communications paths, system response time, and reliability. Other design decisions centered around creation of the database, remote terminal units, water and wastewater plant integration, communication system integration, software applications, and gateway to other systems; each of these is briefly discussed. Implementation of the SCADA system consisted of vendor selection, transition plan, and utility staff preparation; each of these is also briefly discussed. Figures show the project model, the three types of SCADA architecture, the communication system mirroring SCADA architecture, a reporting structure, the hardware set up, and the personnel chain of command.
