Implementing SCADA on a budget, the Harnett County water utility chose a microcomputer-based system. The SCADA system was specified to operate with the system standard software augmented with some custom features. Several tradeoffs were made to accommodate operating and financial needs. The project was not eligible for government grants, and revenue bonds were needed for other county projects, so alternative methods of financing the project were explored. A lease/purchase arrangement was chosen. Other helps to finance the project included tap charges, fee structural charge in water rates, and savings due to system improvements.
