This paper describes the "stepping stones" the Massachusetts Water Resources Authority (MWRA) is using to go from almost no I&C systems to a fully functional SCADA system and to provide the flexibility to hit a moving target of design needs. The answer has been a mix of technologies and products appropriate to each application. After establishing the importance of flow and pressure monitoring to MWRA, the MWRA's first telemetry network, and the planning process for the SCADA system, the author goes on to discuss seven stepping stones to SCADA. They are: establishing a meter database, estimating turbine flows, use of insert magnetic and ultrasonic meters, selecting a temporary data acquisition system, keeping the temporary system in the completed system, and integrating other logical devices with SCADA; each of these is discussed in detail.
