A study was conducted in 1990 to review engineering practices, assess needs, analyze requirements, and evaluate alternatives. The study found that manual mapping and record keeping were inefficient, redundant and in most cases unable to be queried and analyzed. The study identified computer mapping and record keeping as the best alternative to achieve an efficient engineering department. A general plan was developed that presented specific goals and objectives. The goals and objectives included consolidating and integrating all engineering records to make generally needed infrastructure information more accessible. Specific objectives to meet this goal are: computerize all mapping functions; utilize computer aided drafting (CAD) software to design capital improvement projects; create a user friendly seamless database encompassing all engineering documentation and correspondence; increase efficiency ofthe engineering staff and field crew; and utilize computer system for emergency response.
