The City of San Diego Water Department's new supervisory control and data acquisition (SCADA) system is monitoring and controlling more than 2,700 miles of water lines with 45 pump stations and 100 pressure zones, coming from 27 standpipes, elevated tanks, and concrete and steel reservoirs, through elevations ranging from sea level to 2,000 feet. The 330 million gallons per day capacity utility serves the nations' sixth largest city and surrounding area averaging 3,615 residents per square mile. This paper focuses on several unique aspects of this project that include: staff involvement in planning, design, and implementation; the importance of teamwork in a successful project of this magnitude; and, lessons learned that will be of great value to anyone planning a SCADA project, including factory testing, planning and design tips, integration into a business model, and specifications for bidding and implementation. Also discussed are the major benefits that are already being calculated that include: 50% reduction in overtime, resulting in $400,000 annual savings; savings on water purchases - 90% of which it buys; on track for $1 - 1.5 million annual savings upon project completion; improved work practices; significant electric savings; reduced truck time and miles; improved customer service; and, the strong working bond that grew in the department as a result of the perseverance and vision of the core team.
