This slide presentation outlines information on two different approaches to financial planning and asset management: Top-Down (Program Level) Approach; and Bottom-Up (Project Level) Approach. The top-down approach uses a statistical approach to life cycle analysis called Capital Asset Financing Evaluator (CAFE). The bottom-up approach uses a Capital Asset Prioritization Simulator (CAPS) that presents a water main rehabilitation and replacement prioritization model. The presentation also outlines business policies vs. software, possible solutions, and how to get started.
