The Carmichael Water District (District) undertook a comprehensive
District Master Plan (Master Plan) intended to encompass several aspects
of District planning. The goal was to develop an asset inventory, assign
life cycle replacement liabilities and identify possible approaches to
meeting the challenge of proactive maintenance with a "pay as you go"
philosophy. The paper discusses specific topics of this effort that include: the capital improvement plan; the financial business plan; and, scheduling and consolidating cost estimates. Includes tables, figure.
