This slide presentation outlines the District of Columbia Water and Sewer Authority's experience with the detection of lead in the drinking water service lines. Before 2000, chlorine was oxidizing the
lead and keeping it on the pipes. When
chlorine was replaced with chloramines in
late 2000, the lead was no longer being
oxidized and began dissolving very slowly
into the water. The presentation outlines changes to the Lead and Copper Rule that were made as a result of this situation, and outlines on-going efforts to: treat lead oxide (Pb-IV) using orthophosphate;
avoid unintended consequences associated
with lead oxide and its treatment; and,
close the gap in communication deficiencies
regarding public information. Includes table, figures.
