A cross connection ordinance written specifically for a utility is a foundation for an excellent program and is a good tool for enhancing public relations. The author believes that an ordinance written specifically for a water district which put some of the responsibility on the water user, is a tool which enables the purveyor to have an ongoing cross connection program that addresses industrial, commercial and residential service connections. How to prepare to write an ordinance, what the ordinance should contain, and implementation of the ordinance is outlined.
