In order to reinstate a water supply source and meet anticipated drinking water
regulations into the twenty-first century, Southeast Morris County Municipal
Utilities Authority (SMCMUA) of Morristown, New Jersey, performed pilot testing
to investigate treatment strategies for surface water from the Clyde Potts
Reservoir in Mendham Township, New Jersey. Membrane filtration was selected as
the treatment strategy of choice. Because of the limited long-term, full-scale
operating experience in the U.S. with this technology, a 0.5 million gallons per
day demonstration plant was built to confirm the suitability of the technology
and evaluate the feasibility of a full-scale facility. The purpose of this paper
is to discuss experience gained in operating the membrane treatment system during
the one-year demonstration period extending from October 1, 1997 through
September 30, 1998. Items discussed include: process performance to demonstrate
compliance with requirements of the procurement specifications; operating
experience obtained; and contractual issues associated with relationships between
the facility owner (SMCMUA), the engineer, and the contractors involved in
equipment procurement and installation. Includes table, figures.
