In 1996, the City of Highwood, Illinois, Lake Michigan water treatment plant was
rapidly approaching its 60th year of operation. Previous administrations had
budgeted little money for maintenance of the facilities. In order to ensure
public safety and provide for future growth, the City Council decided to rebuild
the existing plant rather than purchase water from a neighboring water treatment
plant. This paper discusses the results of an analysis of the existing plant
facilities and describes the proposed upgrades. Other issues such as the control
of zebra mussels and supervisory control of the new plant are also addressed.
