Engineer-Procure-Construct (EPC) and Design-Build (DB) project delivery methods
are becoming increasingly popular in the water works industry. While there are
some differences between the two delivery methods, in general, they refer to a
system where an owner hires a single entity to provide both the design functions
typically provided by an engineering firm and the construction services typically
provided by a general contractor. In essence, this single entity is responsible
for the project from conception to completion. In some cases, the owner expands
this service to include the operation of the facility and the financing. This
paper discusses the team selection process, bidder structures, contract
structures and the benefits of these alternate project delivery methods.
