This paper discusses the efforts of the Colorado Springs Utilities (CSU), Treatment Services Division of Colorado Springs, Colorado, to move from reactive maintenance to program driven maintenance (PDM). PDM is the planning and implementation of the practices and technology needed to minimize equipment or system downtime by maximizing effective maintenance. CSU focused its efforts in five main areas: use of comprehensive work orders through the implementation of an integrated computerized maintenance management system; formal advance planning; use of performance indicators; preventive and predictive maintenance program development; and inventory control.
