In October of 1997, the American Water Works Association Research Foundation and
the EPRI Community Environmental Center initiated a project to define an energy
and water quality management system (EWQMS) standard. The objective of the
standard was to enable water utilities to assemble commercial, off-the-shelf
software (COTS) to solve the problem of scheduling their facilities while
minimizing energy use and simultaneously meeting water quality and other
constraints. This paper reports on the results of the project, describes the
requirements and models that were produced, and suggests the next steps to be
taken to achieve the objective of having interchangeable components using COTS. Includes 6 references, figures.
