This paper presents a unique solution for a difficult control situation in a large-scale water transmission flow control
system. Combining standard control techniques and some
innovative solutions, a "Master Flow Control" scheme distributes needed flow between
the various available devices using cascade control, base load stepping functions, lead/lag
control, rolling filters, selection of multiple process variables, and some unique control
strategies to account for special conditions. Because the downstream conditions will
change repeatedly in the next few years, the system is flexible enough to respond to
major changes to downstream hydraulics, while continuing to meet the priority of
maintaining reliable flow to customers on a daily basis. Includes figures.
