Several specific methodologies can be used to conduct a Vulnerability Assessment (VA).
The two most common methods are the following:
Risk Assessment Methodology (RAM-WTM) developed by Sandia National
Laboratories in conjunction with the US Environmental Protection Agency (USEPA); and,
Vulnerability Self-Assessment Tool (VSATTM) developed by AMSA with USEPA
funding.
Both can be used effectively and are likely to meet Bioterrrorism Act (PL 107-188)
requirements and any future guidance or legislation regarding VAs for wastewater
facilities. This paper presents the key differences between these two popular VA
methodologies and the results using these methods.
