The distribution system of the Portland Water Bureau includes about 15,000 hydrants. The
authors considered costs and benefits of hydrant repair and replacement actions. An analysis was
focused on supporting and addressing certain policy decisions ¿¿¿ whether it was cost effective to
expand the hydrant overhaul program and potentially reduce repairs and replacements; what is the
failure rate of hydrants and, consequently, what is a sustainable level of replacement that needs to
be funded; what would be the future rate of hydrant failure under various repair and replacement
strategies; and, whether it is cost effective to expand salvage part efforts.
