This slide presentation outlines information on Hands Off Meter Reading (HOMER), an automatic meter reading program developed in the 1980s. The system obtained reads at flexible programmed intervals via a system called
CMRMAX over the customers' telephone line e.g. hourly, daily, weekly etc. Deregulation of the U.S. telecom industry in 2000 immediately limited the
effectiveness of the Homer system. The presentation outlines the implications this had for United Water, and presents the Homer replacement plan. Key areas for consideration in the Implementation Strategy included: installation priorities; regulatory relations; customer relations; communication - making appointments for installs; results of communication process; key areas for consideration, re-routing; and, next steps.
