Proper documentation of the construction process is an important facet of allconstruction projects because it provides the most reliable record of practices,events, and correspondence during construction. The more organized and extensivethe construction records are, the more useful the records are to the owner of thefacility. The San Diego County Water Authority (Authority) has developed anextensive construction documentation system using in-house quality controls,document control methods, and construction management software programs for usein implementing a $1.6 billion Capital Improvement Program. This paper containsinformation about various levels and types of documentation used duringconstruction and discusses the resulting benefits to the Authority. The benefitsdetailed include assurance of the quality of construction, prevention and defenseagainst contractor claims, and the historical reference for future projects. Includes figures.
