This powerpoint presentation begins by providing a brief overview of the capital investment planning process. The presentation states that large utilities require complicated capital
investment processes that include the following:
create and maintain investment strategies;
develop an asset plan;
manage capital program;
implement projects; and,
operate assets. The eight key components of an asset investment strategy are presented and include: capacity and growth; efficiency;
regulatory compliance and water quality goals;
renewal or business support assets;
renewal of network assets;
renewal of supply and treatment assets;
reliability of supply and quality of service; and,
operational risk management. Asset inventory strategy project coding, benchmarking, current water and wastewater metrics limitations, and AWE indicators are presented. Presentation conclusions indicate the following:
all water utilities need to define strategies and establish their own
planning criteria as well as a methodology to assess competing
needs;
Investor Owned Utilities have much in common with MUA's,
however business plans are also driven by outside forces and
require unique planning guidelines and metrics;
comprehensive planning studies and asset management
practices are essential tools in prioritizing system improvements
and identifying metrics; and,
interpreting the data supporting a benchmark indicator is often as
important as the numerical value of the benchmark indicator. Includes tables, figure.
