This powerpoint presentation begins by providing a brief overview of the Startex Jackson Wellford Duncan (SJWD) Water District located in Spartanburg County, South Carolina. A 2008 master plan and capital improvements program recommendation is presented, along with pilot testing objectives that include the following: determine most appropriate technology for future facilities; evaluate inclined plate settler effectiveness with either granular media filters or membrane filters; compare performance of granular media filters vs. membrane filters; and, establish design and operating conditions for inclined plate settlers, granular media filters, and membrane filters for full-scale implementation. Pilot testing results are presented for plate settlers, granular media, and membranes, along with a technical and economic evaluation of alternatives. Conclusions and recommendations included the following: all technologies were capable of producing good water quality if optimized; inclined plate settler worked well, and the lower settled water turbidities (i.e. lower loading rates) were likely more important for granular media filters than membranes (0.3 gpm/sf versus 0.25 gpm/sf); granular media filter worked well - particulates and aesthetics, and was a proven process; membranes were more effective than granular media for particle removal; less effective than granular media for aesthetics; effectiveness of raw water permanganate varied; post-membrane contactor (pressure filter) should be considered; membrane fouling (TCSF recovery); citric acid/hydrochloric acid required; consider proof pilot during design; and, slightly greater cost, but evaluation indicates greater benefit.
