This slide presentation begins by listing challenges to the implementation of state-wide and national cross connection control (CCC) programs. The presentation then lists several points for developing a master CCC program template that include: representatives from American Water's four regions participated in a CCC work group; existing CCC programs in place at American Water's operations were studied as part of this process; template went through a thorough review program before formal approval by American Water Executive Management; and, template provides the basis for American Water's state CCC programs. American Water CCC Program goals include: protecting the public potable water supply from the possibility of contamination/pollution; promoting the elimination or control of cross connections between the customer's internal potable water system and non-potable systems; provide a continuing program of cost effective cross connection control that will systematically prevent the contamination of the public potable supply; and, ensure compliance. The core elements of American Water's CCC Program are listed as: focus on non-residential customers (initially); containment approach; requires customers to install approved backflow prevention assemblies at their expense; requires annual testing of backflow prevention assemblies; requires periodic surveys of existing customers and assessment of all new customers; requires an active public relations and education program with local officials and affected customer classes; utilizes an internal data management system for all CCC data processing needs; maintains an up-to-date database of CCC information; letter generation system automatically generates notices to the customers; and, compliance is a condition of service.
