This paper provides a detailed discussion of the need to create a priority focus to reduce water loss in North America and the emerging activities and technologies that can accomplish it. It also provides an update of some of the major activities beginning to occur in the North American water industry to set in motion a sustained agenda for meaningful water loss reduction that include: bring to light the issue of water loss and poor water accounting, and create a priority focus for the North American water industry to implement meaningful improvements in water loss management; motivate the establishment of standardized, comprehensive guidelines for water accounting as the best management practice to address apparent (paper) water losses in the North American water industry; and, identify the appropriate aspects of the progressive leakage management model pioneered internationally and promote them as current best management technology to address real (physical) water losses in the North American water industry Includes 13 references, table, figures.
