This paper discusses a Regional Water Facilities Master Plan (Plan) currently being prepared by the San Diego County Water Authority that will develop facility options and recommendations to meet the San Diego region's projected water demands through 2030. One of the elements of the Plan is an analysis of the potential to maximize beneficial reuse of recycled water in the County. A review of the current and proposed water reclamation programs in the County indicates that there is an imbalance in the geographic location of recycled water sources and markets. In addition, it is becoming apparent from the on-going water facilities master planning effort that some portions of the Authority's imported water conveyance system may become available for other uses (i.e. recycled water conveyance) as new facilities are put into service. The Authority embarked on a study that identifies recycled water system alternatives, or strategies, that potentially utilize Authority and/or local agency facilities to provide a balance between the recycled water supply and demand in San Diego County. Alternatives developed in the study are viewed as strategies and are described as "project building blocks" that will be used to form and build upon a regional system that meets the project objectives. A team of consultants was hired to assist the Authority staff in developing, analyzing and evaluating these strategies. The study utilizes data collected as part of the U.S. Bureau of Reclamation's Southern California Comprehensive Water Reclamation and Reuse Study (SCCWRRS). In addition, advisory committees consisting of local agency representatives were formed to provide guidance and support to the study team in the development and review of system strategies. The study has determined that a regional system has merit and recommended a regional system for further detailed analysis. The study has identified regional improvements throughout the county that can result in the increased utilization of recycled water by over 49,000 acre-feet-per-year. Includes tables.
