This paper describes the effort in Texas by the Texas Water Development Board (TWDB) to develop a recommendation for a large-scale demonstration seawater desalination project. The paper mentions three proposals that were recommended to the Governor and the State Legislature in November 2002 that include: the Freeport Desalination Project submitted by the
Brazos River Authority and Poseidon Resources; the Corpus Christi Project submitted
by the City of Corpus Christi; and, the Lower Rio Grande Valley Project submitted by
the Brownsville Public Utility Board and others. Each of them proposed a 25 MGD plant. Each of these three entities was awarded a $500,000.00 grant to conduct feasibility and regional facility planning studies for seawater desalination. The paper also mentions a concurrent research project to develop a permitting roadmap for desalination projects.
