Tampa Bay Water is Florida's largest wholesale water provider and supplies potable
water to over two million residents in the Hillsborough-Pasco-Pinellas tri-county areas,
including the cities of Tampa, St. Petersburg, and New Port Richey. The organization
coordinates conservation efforts in the region, while its member governments actively
implement conservation programs that quantifiably reduce future demand. The
Southwest Florida Water Management District is a major funding agency, providing
matching conservation funds to governments for cost-effective water conservation
program implementation.
According to Tampa Bay Water estimates, ultra low flush (ULF) toilets installed in new
homes in the Tampa Bay region are estimated to reduce regional water demand by over
15 million gallons per day (mgd) cumulatively by 2010. Rebate projects implemented by
Tampa Bay Water Member Governments (Members) will save up to 6.5 mgd through
retrofitting existing homes with low flow toilets by 2005. Approximately $15 million has
been spent through 2002 by Tampa Bay Water member governments and the Southwest
Florida Water Management District (District) on these ULV toilet rebate retrofit
programs.
The flapper is the main component in these new and rebated fixtures which will require
replacement during the life of the fixture. Therefore, selection and installation of the
appropriate replacement flapper is critical to preserving the fixture's conservation
capabilities. In order to secure these savings, Tampa Bay Water conducted research
identifying locally marketed and sold toilet makes and models. Toilet make and models
were paired with manufacturer's recommended replacement toilet flappers that fit the
specific makes and models of ULV toilets.
Additionally, Tampa Bay Water received matching funds from the District to develop
methods of encouraging the public to replace worn ULF flappers with equivalent water
efficient replacement flappers. The project will help retain savings of existing rebated
and installed ULV toilets by developing and providing standardized information to the
industry and the public on the proper selection and installation of chemical resistant, well
fitting, water conserving replacement toilet flappers. Flapper replacement
implementation strategies are also being developed for use by its member governments to
secure savings associated with rebated fixtures. The District will also be able to use these
strategies in future toilet fixture rebate projects throughout their 16 county service area.
Increased water savings will also be realized when the toilet's design and flushing
capabilities are matched to the correct replacement flapper. Includes tables.
