This study focused on: the key elements of wellhead protection programs, including
management strategies to protect source water integrity, delineation of wellhead protection areas,
compilation of contaminant source inventories, and public awareness and education programs;
the costs to develop and implement local wellhead protection programs; and, methods to
measure and quantify the benefits of wellhead protection programs. Information compiled
during the study was derived from several sources that included: a literature review of past experiences of state agencies and
local water utilities in developing and implementing wellhead protection programs; a survey of
national, state, and local water utility professionals to identify the status and key elements of
successful wellhead protection programs; and, nine case studies of wellhead protection programs
across the country. The nine case studies
were selected to broadly represent a range of community sizes, program complexities, and
geographic diversity. Includes 6 references, tables.
