This paper presents a new high rate ballasted flocculation technology operating at very low flow rates. This pilot unit was optimized thanks to the Computational Fluid Dynamics modeling of the mixing tanks and settling zone. Once validated, the design unit is compared in terms of turbidity reduction to a full scale unit installed in the L'Assomption Drinking Water Plant (23600 m3/d , Quebec, Canada). The full scale unit operates with a 99% turbidity reduction, the pilot unit with a 1.44m<sup>/</sup>h allowed to reach 98% of turbidity reduction with a rise rate of 40m/h.
