THE OBJECT AND SCOPE OF THE MOPR

These Minimum Operational Performance Requirements (MOPR) cover the Installation and operation of a Secondary Surveillance Radar (SSR) transponder including antennas, controls, displays and interconnections, with or without an altitude encoding system.

As the transponder is part of a co-operative system it is essential that it operates in a compatible manner with the ground-based Interrogator and signal processor. It is recommended that for complete understanding of the overall SSR system, reference be made to the Appendix which is an introduction to the ground system as used by Air Traffic Control.

Besides conforming to the basic characteristics which are capable of being measured on a laboratory bench, the transponder shall be installed in the aircraft lo such a way as to provide Air Traffic Control (ATC) with clear unambiguous Information pertaining to the identity and altitude of the aircraft when such an installation is used operationally.

This MOPR is intended therefore:

(a) to assist in formal approval of the Installed system In a new aircraft type,

(b) as a guide to tests performed on the ground and in the air to check the system Installed In a standard production aircraft, and

(c) to establish routine maintenance test requirements.

This document therefore considers:

(i) broad design requirements, not peculiar to Individual SSR transponder or altitude measurement and coding systems,

(ii) detailed test requirements, quantitative and qualitative

(iii) means of compliance and

(iv) the ground system.
