Purpose.
To determine if the seat belt assembly anchorages of motor vehicles meet the strength requirements of:
a. Economic Commission for Europe Regulation No. 14, incorporating the 03 series of amendments (ECE R14.03), (Document TRANS/SC1/WP29/281), dated May 15, 1990.
b. European Economic Communities Council Directive 76/115/EEC (EEC 76/115), last amended by 90/629/EEC (EEC 90/629), on October 30 1990.
Foreword.
This procedure is for safety belt assembly anchorages for all safety belt restraint systems as defined in the applicable ECE/EEC documents outlined above.
The European’ certification system requires the presence of an authorized witnessing official at the time of the test. The Environmental Activities Staff, International Regulations Type Approval Group, must be contacted at least 4 weeks prior to the test to make the necessary arrangements.

Applicability.
These regulations apply to anchorages of safety belts for adult occupants of forward facing seats in vehicles of categories M and N.
