This standard specifies requirements for the completion of Warship Support Agency Form (WSAF) 129/129A, which lists the shore support services and facilities required by surface ships and submarines when they are berthed/docked for maintenance periods or refit, without self-generated services.
The maintenance periods for both surface ships and submarines are continually assessed to reflect current business processes, reduce support costs and maximize availability of vessels. The inclusion of all types of upkeep period within this document would necessitate the continuous revision of this Defence Standard. Therefore only typical upkeep periods currently associated with surface ships and submarines have been included as guidance to the type of information required to complete the WSAF 129. The Ministry of Defence Integrated Logistic Support Manager (MILSM) shall need to interpret the requirements of the upkeep periods prevailing at the time of completing or updating the WSAF 129.
The confidential DCI on Ship Upkeep Cycles (issued annually) provides details of the approved upkeep programme for the current year. Other definitions of maintenance periods are contained in Book of Reference (BR) 1313 for surface ships and Submarine Publication (SMP) 18 and 26 for submarines.
As stated in 1.1 above, the WSAF 129 is only concerned with the identification of support services and facilities. With the privatization of the Royal Dockyards and the introduction of Contractor Logistic Support (CLS), the responsibility for the provision of services and facilities associated with an upkeep period shall lie with the contractor concerned. The MILSM shall however need to consider the introduction of new services to match the deployment of vessels in Naval Bases and be aware of the capabilities of the contractor's facilities.
In the case of a nuclear submarine, there shall also be a requirement to verify that any facilities are safe and the safety case shall be produced during development of the design. This aspect is not covered by the WSAF 129. The documentation for this requirement is included in BR 3018.
