PURPOSE OF THE HANDBOOK

The purpose of this handbook is to provide a user-friendly reference document for guidance in relation to all aspects of MHM. This can be applied to all stages of the lifecycle in order to yield maximum safe operational life and thereby reduce through life costs. The guide is applicable to multiple end users involved in the ISS process which are defined further in [1] and include but are not limited to:

a. Acquisition Programme Manager

The Acquisition Programme Manager is responsible for integrating program assessments, recommendations, and decisions into the maintenance and quality improvement efforts of the program;

b. System Support Engineer

The System Support Engineer roles and responsibilities include participation in development and maintenance of documentation, program planning and execution processes, integration of test item requirements and results and serving as a conduit for incorporating test item requirements and results into various technical groups, programs and design reviews;

c. Co-ordinator

The Co-ordinator interfaces with the Acquisition Programme Manager, or representative if nominated, as the primary point of contact for all programme level issues including overall coordination of Programme Management, work plans, and execution, programme documentation, progress reports, and reviews;

d. Programme Manager

Programme Manager is responsible for planning, testing, evaluating and reporting test item test programs. The Programme Manager designs the execution for each test item to monitor the conditions of the inventory to establish aging trends of the critical characteristics of the test item. The Programme Manager is responsible for the planning and co-ordination of the surveillance for a particular item;

e. Test Engineer

The Test Engineer can be individuals or organizations from the public, private or foreign sector. They may change over the life cycle of the program. Full documentation, verification, validation and accreditation of all test procedures and equipment will be required from all Test Engineers. The Test Engineers may conduct both destructive testing and non-destructive testing on test items and report results as specified in tasks or statements of work;

f. Field Support Engineer

The Field Support Engineer plans for evidence of the environment, through monitoring in the field or through field testing, it is the Field Support Engineer who will ensure the calibration and correct placement of the monitoring equipment and manage the retrieval of the data. Their responsibilities are similar to those of the Test Engineers, but they will necessarily have a closer relationship with the item’s end user; and

g. Quality Manager

The Quality Manager will ensure the items are checked at various points in their Life Cycle Environmental Profile (LCEP). In some nations this is similar to the Field Support Engineer but it is acknowledged that this could be an additional role.

The primary intention of this document is to be used within the ISS Framework [1] to support in-service monitoring including environmental monitoring and environmental data loggers and condition monitoring.

The document references a number of NATO, Government and Industry Standards. These are to be used as guidance only and are not intended to provide a set of MHM directives or requirements.
