PURPOSE AND SCOPE

This procedure defines how National Grid, Asset Management, Maintenance Delivery Electricity (MDE) will both implement the CDM Regulations 2007 and integrate their requirements into the business processes.

The principles of CDM, applies to all construction work and includes: alterations, fitting out, renovation, commissioning, repair, upkeep and substantial dismantling.

Projects/construction works are notifiable to the HSE if:-

• The on site project construction work lasts for more than 30 working days.

• The on site project construction phase employs 500 person days of work or more.

General maintenance of fixed plant is not classed as construction work except when this is done as part of other construction work, or it involves substantial dismantling or alteration of fixed plant which is large enough to be a structure in its own right.

This procedure applies to all MDE project managed construction work (e.g. NRR/CAPEX Schemes). In all cases where Construction are the project managers TP137 shall be used. This procedure does not apply to work carried out under Management of Maintenance Policy NSPM 203.

The key aim of the 2007 Regulations (which is required to be reflected in National Grid’s ways of working) is to integrate health and safety into the management of the project to encourage everyone to work together. The full suite of procedural documentation and the roles to which they apply are highlighted in APPENDIX A. Compliance with these will ensure to:

• Improve the planning and management of projects from the very start.

• Identify hazards early on so they can be eliminated or reduced at the design or planning stage ensuring any remaining risks can be properly managed. • Target effort where it is most beneficial in terms of health and safety.

• Discourage unnecessary bureaucracy.

• Ensure effort is proportional to the risks and ensure that paperwork does not get in the way of the real business of risk reduction and management.

The ‘Pre-Construction Information Pack’ and ‘Construction Phase Plan’ also incorporate environmental legislation and security requirements, i.e. SHES. This is over and above the requirement of the 2007 CDM Regulations. These documents are therefore titled the Pre-Construction SHES information Pack (APPENDIX C) and the Construction Phase SHES Plan (APPENDIX D).
