INTRODUCTION
The purpose of this schedule is to define and record the Site Commissioning Tests for the Substation Control System (SCS) (the equipment) when connected to plant at a substation.
It is written to comply with Asset Management Procedure AMP/106 for Plant Commissioning which requires that the Commissioning Panel calls up test documentation for each stage of the commissioning procedure. AMP/106 focuses on primary plant, so its requirements have been interpreted for use with substation control systems as follows:-
(i) The Factory Acceptance Test demonstrates the facilities and accuracy of the site-specific database using simulators for the plant and emulators for ROP and NGCC connections.
(ii) Stage 1 commissioning corresponds to the Site Acceptance Test which is carried out by the equipment supplier to show that the process network, communications ports, power and earth connections have been correctly installed on site. An Operational Transfer Certificate may then be raised.
(ii) Stage 2 commissioning consists of the connection of the equipment to plant which may be under Risk of Trip conditions followed by the Commissioning Switching Programme which requires brief outages. The programme includes on load and off load tests to demonstrate that the equipment is correctly connected to the plant and that the system functions. At the end of all the circuit outages, the Acceptance Certificate may then be signed.
The tests referred to in the Commissioning Switching Programme are detailed in this document and carried out by a representative of the organisation which connected the plant to the SCS and Network Services personnel. Each test shall require both representatives to sign the appropriate test record sheets attached as Forms 1, 2 and 3 of this document.
