Introduction
Previously GK/RT0032 did not distinguish between passable and non passable signals, however the version issued in February 2002 identifies that the method of control of a signal and the format of the plate (which may guide the driver's actions) are two separate decisions.
This noticeboard follows discussions with the operating function and gives guidance on how a signal should be plated. The policy is that a signal should be passable (i.e. drivers can pass a red signal on their own authority) unless there is an identified safety risk within the route.
A second, and separate issue, is how the signal should be controlled by the interlocking and the facilities to be provided to the signaller. Guidance is given on the appropriate control mechanisms which include similar (but differing) conditions to those for the plating of the signal.
This applies for all future schemes and is not retrospective.
